Topic: what should governments do in response to climate change?

Your paper should be written and formatted to address a top policymaker for the US government, and address each of the following questions:

1. Which potential future harms discussed in the most recent IPCC report are most threatening to US citizens and which citizens are threatened (make sure to discuss both geographic location and present v. future citizens).

2. Why does the US government have an obligation to address these harms despite at least some uncertainty regarding their likelihood and severity?

3. What kind of policy do you think that the US government ought to adopt to address these harms? Make sure that you offer an argument here which addresses the following economic considerations:

a) How will this policy eliminate the inefficiency created by greenhouse gas emissions?

b) Should this inefficiency be addressed by using a carbon tax or a cap and trade system? Why, and what are some potential difficulties that might arise for your proposal?

c) Who will shoulder the burden of paying for this policy, those who emit the most or others? Here make sure to consider whether your proposal is a form of efficiency with or without sacrifice. If the latter, why is the corresponding unfairness justified?
